As I understand it "sensitivity" is a "turn on" delay (multiple triggers are needed for the output pin to go high). And "delay" is the time is stays on (could be 3 seconds to 7 minutes). A longer delay or re-triggering should be done with the Arduino. A shorter delay than 3 seconds can't be done without hacking the PIR circuitry (the "time" cap on pin4 of the chip).
